UPSC: Central Police Forces (Assistant Commandants) Examination, 2011

The Union Public Service Commission will hold a Written Examination on 09th October, 2011 for recruitment of Assistant Commandants (Group A) in the Central Police Forces (CPF) viz.

Age Limits:

Selection Procedure/Scheme: 
The Selection Procedure/Scheme of the Exam. will be as follows: 
(i) Written Examination: The written examination to be conducted by Union Public Service Commission will be held on 9th October, 2011 and will comprise two papers. Paper I will be held from 10 A.M. to 12.00 Noon and Paper II will be held from 2.00 P.M. to 5.00 P.M. 
Paper I : General Ability and Intelligence - 250 Marks 
The questions in this paper will be of Objective (Multiple Answers) Type in which the questions will be set in English as well as Hindi. 
Paper II: General Studies, Essay and Comprehension - 200 Marks 
In this paper candidates will be allowed the option of writing the Essay Component in English or Hindi, but the medium of Precis Writing, Comprehension Components and other communications/language skills will be English only. 
(ii) Physical Standards/Physical Efficiency Tests and Medical Standards 
(iii) Interview/Personality Test

The first Public Service Commission was set up on 1 October 1926 by the then British Indian Government in response to the demands of Indian politicians that the Indian Civil Services be Indianized. Eligibility Criteria:
Minimum Educational Qualifications:
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Points to note:
  • Candidates who have appeared for the final examination and awaiting results can apply.
  • In exceptional cases the Union Public Service Commission on its discretion allow a candidate qualified by the other institutions.
  • Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.
  • Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main)Examination, will be provisionally admitted to the Examination
Age limit:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2011,

The upper age limit prescribed above will be relaxable :
  • Five years for Scheduled Caste or a Scheduled Tribe
  • Three years to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
  • Five years when domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
  • Three years in the case of Defence Services personnel disabled in operations.
  • 10 years in the case of blind, deaf-mute and orthopaedically handicapped persons etc.

Every candidate appearing at the examination shall be permitted four attempts at the examination. The number of attempts for eligible OBC’s shall be seven and no restriction in the number of attempts in case of the SC and ST candidates.

Candidates may apply on both online and offline mode.
Online mode:
In the online mode, candidate can apply from the UPSC website http://www.upsconline.nic.in/ . The online process consists of both the parts i.e. part-I and part-II of the application. The candidate should first complete the part-I of the application and thereafter complete the part-II of the application.

Offline mode:
Candidates may also apply offline in the Common Application form devised by the commission for its examinations. This application form can be obtained at the designated Head Post Offices/ Post Offices throughout the country on payment of Rs. 30/- . The filled in application form should be sent to the following address:

Application Fee:
Online mode:
Candidates applying Online are required to pay a reduced fee of Rs. 50/- either by remitting the money in any Branch of SBI by Cash, or by using net banking facility of SBI or by using Visa/Master Credit/Debit Card. The Female/SC/ST/PH Candidates are exempted from payment of fee.
Offline mode:
Candidates applying Offline are required to pay a fee of Rs. 100/- through a single Central Recruitment Stamp. Central Recruitment Fee Stamp (NOT Postage Stamp) of the requisite denomination may be obtained from the Post Office and affixed on the application form in the space provided therein.
Note: Candidates are advised to apply online due to its simple and secured process and further saving of the application fee by 50Rs/-.

Last Date for Receipt of Applications:
Online: The online Applications link will be functional up to 21st March, 2011 till 11.59 PM after which the link will be disabled.
Offline: All offline applications must reach the UPSC, Delhi on or before the 21st March,2011.

Examination Pattern:
The Civil Services Examination will consist of two successive stages
  1. Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination; and
  2. Civil Services Main Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.
The Preliminary Examination
The Preliminary Examination is a screening test consisting of two papers of Objective type (multiple choice questions) and carries a maximum of 400 marks. In the order of merit, twelve to thirteen times the total approximate number of vacancies are declared qualified for admission to the Main Examination

The Main Examination
The Main Examination will consist of a written examination and an Interview Test. The written examination will consist of 9 papers of conventional essay type .Candidates who obtain such minimum qualifying marks in the written part of the Main Examination shall be called for an interview/or a Personality Test. Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine their final ranking and the candidates will be allotted to the various Services keeping in view their ranks in the examination and the preferences expressed by them for the various Services and Posts.
Syllabi for the Preliminary Examination
The Examination shall comprise two compulsory papers of 200 marks each.
Paper I - (200 marks) Duration: Two hours
  • Current events of national and international importance.
  • History of India and Indian National Movement.
  • Indian and World Geography - Physical, Social, Economic Geography of India and the World.
  • Indian Polity and Governance - Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
  • Economic and Social Development -Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc.
  • General issues on Environmental Ecology, Bio-diversity and Climate Change - that do not require subject specialisation
  • General Science.
Paper II- (200 marks) Duration: Two hours
  • Comprehension
  • Interpersonal skills includingn communication skills;
  • Logical reasoning and analytical ability
  • Decision-making and problem solving
  • General mental ability
  • Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. - Class X level)
  • English Language Comprehension skills (Class X level).
Note 1: Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper- II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.
Note 2: The questions will be of multiple choice, objective type.

The striking features of the Civil Service Exam 2011
Under the old pattern, the Preliminary Examination consisted of two compulsory papers – a paper on General Studies which carried 150 marks and a paper on one optional subject (out of a list of 23 subjects) which carried 300 marks. The candidates can choose the optional subject from list of the subjects.
Under the new pattern, the Preliminary Examination is the Civil Service Aptitude Test consisting of two compulsory papers of two hours' duration and will have 200 marks each. The earlier optional paper was replaced by a new paper which will cover comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision making, problem solving, general mental ability, basic numeracy and English language comprehension.
General Studies paper under the new pattern will not have general mental ability which will be included in the new CSAT paper II.
The inclusion of English language comprehension skill at the Preliminary Examination stage is a significant change over the previous year’s examination where English paper is one of the 9 papers part of the main examination and is of the qualifying nature.
