A 21-year-old woman was killed inside a flat in Delhi this evening. The woman, a gym trainer, was found unconscious inside the flat when the police reached there. She was later declared dead. In a dissenting verdict, Supreme Court judge Justice BV Nagarathna on Thursday said if the power to levy taxes on mineral resources are given to the states, there would be "breakdown of the federal system" as they would compete among themselves and jeopardise mineral development. A large quantity of mortar shells believed to be from the 1971 Indo-Pakistan war, which led to the liberation of Bangladesh, was discovered while excavating a fish pond in West Tripura district's Rangutia on Thursday. A Punjab bill that seeks to replace the state Governor with the Chief Minister as the Chancellor of state-run universities has been returned by the President without assent, official sources said.
